Building Texas Title Plants: How CPI Helped a Title Agency Serve the Energy Market

CPI Data Services has extensive experience in building Texas Title plants over the past 10 years. So when a Texas based real estate firm wanted to enter the Title Agency business to serve the growing energy market in their region, we knew how to help.

The Situation

Texas requires agencies to use a certified Title Plant to conduct title searches. The customer needed an experienced team to develop the title plant (a database of all the land records dating back to the original land title transfers) of more the 150,000 documents. Concerned about the cost, expertise, and time needed to build the plant, they contacted CPI Data Services.

The Solution

First, CPI Data Services helped the customer plan all aspects of the title plant. This included:

  1. Selecting the software to operate the title plant, which stores the record, documents and allows searching and retrieval of data for property reports and title policies.
  2. Facilitating the scanning of the courthouse documents to digital images. The documents, and sometimes digital images, are purchased from the County Clerk.
  3. Developing the indexing guidelines that will comply with the Texas Insurance Commissioner requirements. This includes the fields with geographic legal descriptions, the parties to the property transaction, and other information for the property search.

The Agency staff and CPI Data Services agreed on the most effective process to set up the title plant. We developed efficient rules and specifications for the document transfer, data capture, and then loading the images and the search and retrieval index to the software. After thorough testing, CPI staff helped acquire the documents and captured the required information from every document.

Building Texas Title Plants

The CPI Data Services team then built the Title Plant; including document type and dates, Grantors, Grantees, legal description, Book/Page, prior references, and more. Partial deliveries were made every week, reviewed, and approved.

Within four months after the Agency received the document images, they were in business to begin serving as a title agent in the county region. Simple as that!
